CS-Cart Community Edition is open-source?

It depends on what you mean by “open-source”.
Actually most of shopping carts are created using PHP and ASP languages, and it’s hard for developers to make them not available. So you’ll most likely will have the copy of source code.
From this point of view, CS-Cart Community edition is open-source.
If by “open-source”, you mean, “free”. Again yes.
But if you mean the type of license under which the software is distributed, CS-Cart Community is not open-source, as according to CS-Cart License agreement users aren’t allowed to copy, modify and then distribute the software.

Truth be told I never did look into the legality of the community edition - Valid point all round
