The problem is this.



Products doesn´t have any ship costs

1 country

1 city for that country

1 location for that city in that country

(no address or zip codes) in blank



1 single ship method set to that location

With efective cost setup

[attachment=4498:ship_2.png]



But in front-end checkout…its free for all clients





Please urgent help is needed!!
