I am using v3.06 and would like to be able to change the sequence in which the banner 's are displayed, for example if i add a new banner to the edit banner page it is displayed last but i would like it to be displayed either in the middle or the first banner displayed.
Is there a mod to do this?

We have an add-on Banner's text.
It does not allow to reorder the banners, but we could make a little modification and it will work according to your demands.
