Is there a way for a customer to place an order then for a vendor to approve the order before payment is made by the customer?

It is theoretically possible.
You create an offline payment.
Status "O" you switch off the "Pay order again" option
Then you change the status of the order to another one that has this option turned on.
And then the customer can pay.
Perhaps you could use an addon
to force a specific payment on the client.
What I wrote is pretty rough but it does what you want. Surely it would be good to do better.

Hi @RetailFactory - I am quite interested in this add on: in the description it says The module generates a payment link. - is that link to the checkout basket? Plus does communication happen via the platform?
I want it to be a seamless process - ie as soon as vendors approve an automatic email and link gets sent to the client that's linked to the order number

This link opens order page and customer can repay this order.
Yes, you can add this link in email with specified order status. You can check manual of our addon which contains information about payment link.
