You should just create separate shipping methods for each vendor with the same name
What is really bugging me as when you create new vendor admin defined shipping methods should get inherited so you don't have to keep defining same USPS, UPS, FedEx shipping methods for every vendor. Vendor may want something different but having them populated would at least give them an idea on how to define shipping methods.

If your vendors reside in one country you can create a number of predefined shipping methods, but if they are in different countries, this is causa perduta. I have an auction software with 300 shippers and shipping methods worldwide in the database with tracking addresses, but most are USA and Canadian, so don't do me a service in EU - deleted them all, except for 3 which have branches in Europe.
Vendors can create their own shipping methods and define the taxes if their plan permissions are set accordingly.
I stand corrected. Vendors can create their shipping methods and define charges to predefined locations, but they cannot create or edit Taxes and Locations, also they have no access to "Shipment Statuses". Probably the last is only for the admin's eyes.
