After Upgrade To 4.12 - Can Not Add Shipping Rate By "weight" When It's Decimal Number

Hi,

After upgrade to 4.12 I am getting the following issue:

When I add a new shipping rate by order weight, the weight that are in decimal are not saved at all; For example:

0.5 - 1.5 etc ..

Any help please?
