Administrator to Root Administrator. How?

I am the Root administrator of my site. My partner is also added as ‘administrator’. But she is not a ‘root administrator’. We noticed that not all orders/buyers are available to to her via the Control Panel (maybe about 5% missing, small but annoying), however I can see everything. I think this is something to do with her being a simple administrator. Can add her to be another ‘Root Admin’?

remove her account from the “administrator” membership.
