Address Getting Cut Of With Accent Characters

So had a Canadian customer tell me their address wasn't correct. Thought they may have simply typed it in wrong but after doing a test it appears that the cart removes any lettering that has the "accent" above it and even worse it removes everything after that line. Examples: Rue Amélia-Fillion becomes Rue Am. Québec becomes Qu. Obviously this causing issues since I don't know that the address is incomplete. I have not noticed this before and I have gotten several order from Québec in the past and they came through just fine. What is even more odd is that when I did the test order using the same address that the problem customer gave the results were mixed. While I still had the lettering cut off for the address and the city, the providence came through with full spelling. But the customers was shortened to just the Qu in both the city and providence. And FYI. the address is complete/correct before I submit the order when I review it. It is only screwed up after the payment has been processed.

Is this something to do with CS or is my processor doing something weird?

If you are using PayPal this is a known issue with PayPal orders. If the Override customer info option is enabled, the user data in the order is overwritten by the data from customer's PayPal account. This data in IPN is encoded to windows-1252. Please contact us via HelpDesk so that we could apply the fix.

This was a PayPal order. Where is this Override customer info option? I don't think I need or want that and if it will solve the problem I will simply disable it. If not, I will go to the helpdesk.
