I want to add a small amount of text to the home page or any page on the store.
I have seen a cs cart video tutorial about doing this but can not find it again
I think it was call a snippet.

Hello! You should go to "Design" -> "Layouts" page in your admin area and add HTML block with the desired content.
Just few notes to the previous post
- log in the backend
- go to the Design -> Layouts page
- select the Homepage layout page
- scroll down to the CONTENT section
- click on the + button in the required grid and select the "Add block" option
- in the opened popup window go to "Create new block" tab
- select the HTML block
- fill up block name and content
- click on the Create button
- check the result
