Add "?" Pop-Up-Tips To All Items In Vendor Panel

Hi everyone, is there a way a to add my own "pop-up-tips" like these (http://i.imgur.com/Ts7o4v4.png) to each line item in the vendor portal? When a user is adding a new product or adjusting certain settings, I'd like to offer them a quick-tip for each line. Either provided by CS-Cart's built in settings, or if I need to add them via hooks, a starting place would be very helpful please.

Never mind, I figured it out. I was struggling because I didn't know what they were called. They're called "Tooltips" and there is documentation on them.
