Also it seems an admin can't be created to manage 2 out of 4 storefronts say - it must be one or all? Thing this needs improving with ultimate...

You can put CS-Cart website to subfolder and use the following URL
After the tests are completed, you should just move all files to root folder, correct the config.local.php file and company URLs in the admin panel

Sorry for the long silence.
By default admin can either manage all stores or any specific store.
In case you want to provide privileges to manage several stores but not all the possible was is custom modification. I'd add admin users to sharing schema - most probably this would do the trick.
As for the export of product combinations to google we will add this feature in one of the future versions. I created this task and scheduled it for December.
