Upgrade - No Option To Skip Backup This Time Even With Local_Conf.php

Trying to upgrade store and skip the backup. Last time round I created the local_conf.php as per instructions (http://docs.cs-cart.com/4.6.x/developer_guide/getting_started/configuring_cscart.html) and the option to skip backup was enabled. This time round I have no such option. I have created a new local_conf.php and uploaded but that didn't do anything. I need to update ASAP.

In the config.php file try to replace

//define('DEVELOPMENT', true);

with

define('DEVELOPMENT', true);

and check the result
