Yes, if you are adding this block on the "Products" layout, it will add the "Products" exception. In my example, I added this block on the "Category" layout, that is why I was able to choose on which categories it should be displayed.

Let me explain. You can restrict the showing of this block on the products level only. However you can find all the products from the desired categories and add them here. In other case some modification is required.
