On some backend functions ie. the layout, there is a option to apply changes you've made to all languages. Where/how can i do this with banners? When they're made for the first time it sets everything the same on all languages, but after that you have to do it per language.

Unfortunately there is no way to do it in default CS-Cart. We can develop you small modification in order to have the ability to apply banner changes to all languages. Please contact us if you are interested in it.
