Make Options For Coupons To Exclude Already Applied Discounts

There are currently 4 ways to apply discounts to products:

1. Reduce the price in comparison to the list price

2. Apply a Catalog promotion

3. Apply a Cart promotion

4. Quantity Discounts

It would be ideal if you apply a promotion and check the box "stop other rules" that it recognizes Quantity discounts and other promotions.

Currently, catalog promotions are also not recognized.

I believe the "Stop rules" applies only to promotions of that type (catalog or cart). If catalog, then to that product and if cart then to all products in the cart regardless of any catalog discounts that have been applied.

Note that quantity discounts are not really promotions.
