I am looking for an easy to implement “agree with the terms of this store” addon that you as a store manager can manage easily within the buildin cms of CS-Cart V4.2.x
I am sure I saw one addon in the marketplace of cs-cart but forgot which one.
4.2 have this built in… under settings i belive…

Settings → General → Ask customers to agree with terms & conditions during checkout
