My site displays on half the available screen size on a i pad and tablet, is there a simple solution for my site to fill the whole screen size for these two formats, i am running V3.1

What do you mean by 3.1. The latest version in 3.x branch was 3.0.6. Please advise

If you use the standard Cs-Cart theme you do not need this code, because there is no responsive theme in 3.0.6. Ultimate.
This code line is responsible for the displaying the responsible layout on mobile devices.

I use default basic skin.
I have send you link to 306 demo store. Let me know if you see the same issue there
Demo is displayed across the full screen on tablet.
Also works on apple i phone.

Yes, we provided you with the link to clean 3.0.6 installation. It looks like the problem is with your installation only, so it is required to examine the store directly on your server. You can hire someone (us ?) here to perform this examination.
