Can A Buyer Reduce The Number Of Items In The Checkout Cart

i see the little X where the user can cancel the product

but what if buyer added too many of the same item into the cart

how can they reduce (or even increase) the count with without cancelling the item and starting over

They only need to change the qty on the shopping cart page and update the cart with one click.

After changing the qty on the shopping cart page, the buyer should use RECALCULATE button.

Our Advanced Cart Page module allows to make cart recalculation without extra click on the button. Thanks

you can change the desired Qty in VIEW CART

but not if customer goes DIRECT to checkout >???

There is no such ability on the checkout page. It will need custom development to allow customers change qty on the checkout page.
