I'm not sure if I'm the only one that feels this way, but this is incredibly inconvenient.
On every forum, and other multi-vendor cart out there, this simple ability seems to be self-evident. Yet, CS-Cart does not have this functionality.

Inability for an administrator to log in as a particular vendor

Hello florafauna.com,
Thank you for your message.
You can act as a vendor if you select this vendor in the list at the top on the left in your CS-Cart admin panel. Please have a look at the attached screenshot. After you select a vendor from the list, you will have the same privileges as the selected vendor and act as this vendor.
Please check it.
